In July 2020, Governor Fayemi inaugurated a 13-man committee to work on the creation of LCDAs. The committee, chaired by Professor Femi Olaofe, was tasked with reviewing the legal and administrative requirements for establishing new councils.

In August 2021, Fayemi sent a bill to the Ekiti State House of Assembly for the creation of 19 new Local Council Development Areas (LCDAs). The Assembly swiftly approved the bill, paving the way for the LCDAs to become operational.

Simultaneously, the government prepared for local government elections. In December 2021, the Ekiti State Independent Electoral Commission (EKSIEC) conducted elections into the 38 Local Government Areas (the existing 16 LGAs plus the 22 newly created LCDAs). The ruling All Progressives Congress (APC) swept all 35 chairmanship seats that were contested, while elections in three LCDAs were rescheduled. The LCDAs became operational in early 2022, with appointed transitional committees overseeing them pending the conclusion of all elections. This marked the first time in nearly two decades that Ekiti had a full complement of democratically elected local government officials.
